一揽子 (yī lǎn zi) means 'package' or 'all-inclusive' and is used specifically for a set of policies, proposals, or agreements treated as a whole. Unlike 全面 (quán miàn 'comprehensive'), which describes thorough coverage in general, 一揽子 emphasizes bundling separate items into one package. It is more concrete and formal than the idiom 包罗万象 (bāo luó-wàn xiàng 'all-embracing'), which is broader and more literary.
