Definition
下达 means to issue or transmit (an order, decree, notification) downward from higher to lower levels within a hierarchy. Unlike 发出 (issuing in general, no directional emphasis) or 下令 (giving a command, only for orders), 下达 always implies a top-down flow and can refer to any official document transmitted down.
