下雪 means 'to snow'. It is a verb-object compound (离合词 — separable verb), so the verb 下 and the noun 雪 can split when inserting aspect markers, measure words, or time expressions. For example, 下了一场大雪 ('had a big snowfall') and 下着雪 ('it's snowing'). You cannot attach a direct object to 下雪.
