不乏 (bù fá) means 'there is no lack of' — it asserts that something is abundant. It is the positive counterpart of 缺乏 (quē fá 'to lack, to be short of'). 不乏 is more formal and used in written or elevated speech, while 缺乏 is neutral and common in both speech and writing.
