不安 describes a feeling of unease, anxiety, or insecurity — either personal or social. It is broader than 担心 (to worry, a verb, focused on a specific concern) and less about irritability than 烦躁 or 焦躁. When used for society (社会不安), it means unrest, though less severe than 动荡 (turmoil/turbulence).
