不怕 is a compound of 不 (not) and 怕 (fear). Its literal meaning is 'not fear, be unafraid'. In colloquial and some topolectal usage, it also functions as a conjunction meaning 'even if' or 'even though', typically introducing a clause with 也 or 都 in the main clause. Be aware that in speech the tone of 不 changes to bú before 怕's fourth tone.
