不配 is a stative verb that expresses a mismatch in worth, qualification, or suitability. When used about a person, it means they are unworthy of something (不配做...). When used about things or relationships, it means ill-matched or not fitting together (和...不配). It almost always appears in the negative form; you cannot say 配 alone to mean 'match' in the same way — 配 is used in positive sentences only in specific contexts like 搭配.
