产权 (chǎn quán) refers specifically to legal property rights — ownership of real estate, land, or assets. 权益 (quán yì) is a broader term covering rights and interests in a general sense (e.g. consumer, shareholder), not limited to property. Use 产权 when talking about ownership of a specific asset; 权益 for wider entitlements.
