人命关天 is a four-character idiom (chengyu) that literally means 'human life concerns heaven,' but is used to stress that a situation involves human life and is therefore of utmost seriousness. It often appears in contexts of safety, accidents, or medical emergencies to convey that nothing is more important than people's lives.
