传令 is a separable verb-object compound (离合词) meaning 'to transmit or dispatch orders'. The verb 传 ('transmit') and the object 令 ('order') can split when a measure word, duration, or other element is inserted between them — for example, 传了一道令 ('transmitted an order'). You cannot directly place an object after 传令; instead, use a prepositional phrase like 向部队传令 ('transmit orders to the troops').
