假惺惺 is a pejorative set phrase describing someone who feigns kindness, warmth, or concern insincerely — the kind of person who 'plays nice' to your face but is fake. It's used as a predicate (他假惺惺的) or attributive (假惺惺的人). The tone is always critical.
