Definition
全军 means 'the entire army' — the whole of a military force. In modern Chinese it is a noun referring to the army as a whole. In classical or literary contexts, it can also mean 'to preserve the army's strength' (a verb phrase), but that usage is rare and not covered by the noun POS.
