到位 has two distinct uses: as a verb it means that funds, equipment, or personnel have arrived and are in place, and as an adjective it describes actions or preparation as thorough, precise, and up to standard. For the adjective sense, it differs from 好好 (which focuses on doing something carefully) and 流畅 (which focuses on smoothness); 到位 stresses that something is exactly right or meets a specific requirement.
