刺眼 (cì yǎn) describes light or colors that are uncomfortably bright or harsh to the eyes, with a negative connotation (e.g., annoying, garish). 耀眼 (yào yǎn) also means dazzling, but is more neutral or even positive; 刺眼 carries a sense of offense or discomfort that 耀眼 lacks.
