加强 (jiāqiáng) is the general, everyday verb for 'to strengthen, reinforce, or enhance' something (e.g., management, cooperation). It is broader than 增强 (zēngqiáng, to boost/upgrade ability or strength) and less intense than 强化 (qiánghuà, to intensify with stricter measures). Use 加强 when you simply want to make something stronger.
