劣 is a formal stative verb meaning 'inferior, of low quality'. Unlike the common word 差 (chà), 劣 is more literary and appears mainly in fixed compounds such as 劣质 ('inferior quality'), 劣势 ('disadvantage / inferior position'), and 恶劣 ('harsh, vile').
