Definition
包办 has two main uses: (1) to take full charge of an entire task, often implying doing everything oneself without delegating; and (2) to arrange something for others without their input — most commonly used for marriages (包办婚姻 'arranged marriage'). The reverse-translation test catches the gap: English 'take care of the whole job' could be 负责 or 全权处理; 包办 carries a stronger sense of monopolizing control or imposing decisions on others.
