华人 (Huárén) broadly means an ethnic Chinese person, often used for overseas Chinese regardless of nationality. 华裔 (Huáyì) is more specific: a person of Chinese descent who is a citizen of another country, emphasizing foreign nationality. Use 华人 for general ethnic identity; use 华裔 when the person's foreign citizenship is the focus.
