同时 means 'at the same time' and is used as a conjunction or adverb to link two simultaneous actions or states. It is more versatile than 一面 (yī miàn), which is restricted to the structure 一面...一面... for two actions done by the same person, and more neutral than 一齐 (yī qí), which emphasizes 'all together' as a group.
