Definition
呼吁 is a formal, public appeal or call to action, often issued by organizations, authorities, or public figures. It differs from 号召, which is a more authoritative, mass-mobilization call (e.g., from a leader or party), and from 申诉, which is a formal complaint or appeal to an authority (e.g., legal or administrative).
