Definition
嚷 (rǎng) means to shout or yell, but often with a sense of making a fuss or complaining loudly, not just calling out. It's more colloquial and emotional than 喊 (hǎn), which is a neutral 'shout' or 'call out'. 嚷 can also mean 'to clamor' or 'make a scene'.
