Definition
团团转 is a set phrase that literally means 'to spin around and around', but it's almost always used figuratively to describe someone who is extremely busy, running around frantically, or flustered and unable to focus. You often see it after 急得 ('so anxious that…') or 忙得 ('so busy that…') as a result complement. It's not used for literal physical spinning.
