Definition
土司 has two completely different meanings. Historically, it refers to the tusi system — hereditary headmen or chieftains in minority regions of southwest China who governed under the central government. In modern everyday usage, it is also a loanword from English meaning 'toast' (grilled bread). These senses are unrelated, so context determines which one is intended.
