在行 is a separable verb (离合词) meaning 'to be adept at something' or 'to be an expert in a field'. It is formed from 在 ('in') and 行 ('trade/profession'). When you want to insert a measure word, degree adverb, or negation, the two characters can split: e.g., 很在行 ('very adept'), 不在行 ('not adept'), 在什么行 ('adept at what field'). The object of expertise usually comes before the whole phrase or is implied by context.
