均 (jūn) is a literary adverb meaning 'all, without exception', used in formal writing to state that a rule applies to every item in a set — stronger and more concise than 全都 (quán dōu, everyday speech). As an adjective/verb it means 'equal, uniform', like 均匀 (jūn yún) but more compact and often used in fixed phrases (大小不均).
