基层 (jī céng) refers to the grassroots level of an organization or society—the lowest tier where direct operations occur (e.g., 基层单位). It differs from 底层 (dǐ céng), which emphasizes physical bottom or the lowest social stratum, and from 下级 (xià jí), which focuses on subordinate rank in a hierarchy.
