Definition
尽忠 is a separable verb (离合词) meaning 'to devote oneself fully to a duty or cause, often with unwavering loyalty'. Historically it referred to a subject's duty to the emperor ('be faithful unto death'), but today it's used more broadly — for loyalty to one's country, organization, or even a cause. The 尽 part carries the sense of 'exhausting' or 'using up', so the core idea is giving all of your loyalty. As a separable verb, you can insert measure words or duration between the syllables: 尽了忠, 尽过忠.
