层出不穷 (céng chū bù qióng) means 'to emerge in an endless stream' — used for new things, problems, or phenomena that keep appearing one after another. It differs from 源源不断 (yuán yuán-bú duàn), which describes a steady, uninterrupted flow of supplies or resources, and from 络绎不绝 (luò yì bù jué), which specifically refers to a continuous stream of people or vehicles coming and going.
