层层 is a reduplicated form of the measure word 层 (layer). It functions as an adverb meaning 'layer upon layer' or 'in multiple layers'. It can describe physical layers (e.g. layers of mist or buildings) or abstract layers (e.g. levels of organization, steps in a process).
