废除 (fèi chú) means to formally abolish or repeal a law, system, or practice — an official, institutional action. It differs from 撤销 (revoking a specific decision or document), 废弃 (discarding something as useless), and 作废 (making a document invalid). For eliminating abstract obstacles like bad habits or outdated ideas, 破除 is more appropriate.
