归档 is a separable verb (离合词) meaning 'to file' or 'to archive' documents. The verb 归 and the object 档 can separate when you add aspect markers (了, 过) or measure words: 归了档 ('filed'), 归过档 ('have filed before'), 归一次档 ('file once'). It's commonly used in office, library, and archival contexts.
