恐吓 (kǒng hè) means 'to threaten' with serious intent to intimidate; it is stronger and more formal than the everyday 威胁 (wēi xié). Unlike 吓唬 (xià hu) 'to scare playfully', 恐吓 implies a real menace (e.g., with a weapon).
