Definition
成问题 is a separable verb (离合词) meaning 'to be a problem' or 'to be questionable'. It often appears in the negative form 不成问题 ('no problem / no issue'). When you want to add a degree, time, or result, you can separate the two parts: 成 + (了/不了/形容词) + 问题, e.g., 成了一个大问题 ('has become a big problem'), 成不了问题 ('won't become a problem').
