打头 is a verb-object compound (离合词) meaning 'to take the lead' or 'to be the first to start'. It can split when inserting grammatical elements like aspect markers or measure words: 打了头 ('took the lead'), 打过一次头 ('have taken the lead once'). The person who sets an example or initiates an action is said to 打头.
