打通 is a resultative verb compound (V + Result) meaning 'to get through' or 'to open up'. It is most often used for phone calls (打通电话), but also works for physically clearing a path or removing an obstacle. The negative is 打不通, and the potential form 打得通/打不通 can express possibility.
