扯谎 is a separable verb (离合词) meaning 'to tell a lie'. The verb 扯 and the object 谎 can be separated by measure words, modifiers, or aspect markers — for example, 扯了一个谎 ('told a lie'). You can also use it as a single unit: 别扯谎 ('don't lie').
