Definition
扰 (rǎo) is a verb root meaning 'to disturb' or 'to harass', but it rarely stands alone in modern Mandarin. Instead, it appears in common two-character verbs such as 打扰 'to bother', 干扰 'to interfere', 骚扰 'to harass', and 扰乱 'to disrupt'. In formal or written Chinese, you may see it as a standalone verb in fixed phrases like 扰民 (to disturb residents). It is not used as a single word in casual speech.
