招聘 (zhāo pìn) is what a company or organization does to 'recruit' or 'hire' new employees — it's the employer's action. 应聘 (yìng pìn) is the opposite: the job seeker applies. 聘请 (pìn qǐng) is more formal and often used for hiring specialists or professionals.
