拦截 means 'to intercept' or 'to block' someone or something in motion — stopping them from continuing. It can be used for physical interception (拦住过路的人), for vehicles (拦截车辆), or for objects like missiles (拦截导弹). The English 'intercept and attack' is too narrow; 拦截 does not always imply violence.
