撤离 means to evacuate or withdraw from a place, usually due to danger or strategic reasons. It differs from 撤退 (chè tuì), which is a military 'retreat' from a position, and from 疏散 (shū sàn), which focuses on dispersing people from a crowded area. 撤离 can apply to both people and organizations (e.g., withdrawing from a market).
