Definition
施行 (shī xíng) means 'to implement, put into effect', used formally for laws, policies, or rules taking effect (it can also mean 'to take effect' intransitively). It is similar to 实行 but more formal, often emphasizing the moment a regulation becomes operative, while 实行 is broader for plans/systems. 推行 adds promoting something, 落实 emphasizes making it concrete.
