无所作为 (wú suǒ zuò wéi) describes a person who is passive and accomplishes nothing, often due to a lack of ambition or effort. It focuses on the lack of initiative ('without drive') rather than simply being idle (无所事事) or failing at everything (一事无成). While 束手无策 implies being at a loss for what to do, 无所作为 criticizes an attitude of not even trying.
