权限 (quánxiàn) refers to the scope of authority or access rights granted within a system or organization — what someone is officially allowed to do. It is more concrete and bounded than 特权 (tèquán), which means a special privilege or prerogative not available to everyone, and is a noun, unlike 享有 (xiǎngyǒu), which is a verb meaning 'to enjoy (rights)'. 权限 is used both for hierarchical authority (e.g., department powers) and computer permissions.
