止痛 is a verb-object compound (离合词) meaning 'to relieve pain' or 'to stop pain'. The verb 止 and the object 痛 can be separated by aspect markers or complements, such as 止了痛 ('stopped the pain') or 止不住痛 ('can't stop the pain'). You can also use it attributively before 药 to form 止痛药 ('painkiller').
