民权 is a political term that in modern Chinese refers to 'civil rights' or 'democratic rights'. Historically, it was a key concept in Sun Yat-sen's Three Principles of the People (三民主义), where it meant 'democratic rights' as distinct from national sovereignty and people's livelihood.
