物力 refers specifically to material resources (equipment, supplies, raw materials) as opposed to human or financial resources. It is narrower than 资源 (zīyuán), which covers any kind of resource (natural, human, information, etc.), and more concrete than 物资 (wùzī), which emphasizes goods and supplies for distribution or logistics.
