Definition
白旗 literally means 'white flag', internationally recognized as a symbol of surrender or ceasefire. In the context of the People's Republic of China, however, the term has a distinct political meaning: during the Great Leap Forward and later campaigns, a 'white flag unit' (白旗单位) referred to a group that was deemed ideologically backward or performed poorly, as opposed to 'red flag' (红旗) model units. You may encounter this usage in historical texts or political analyses.
