矮子 refers to a person of short stature. The term can carry a derogatory or dismissive tone depending on context, so be careful when using it about someone directly — 个子矮 ('short in height') is a more neutral alternative. It may also be used literally for a dwarf (medical condition), but that sense is less common in everyday speech.
