营业 (yíng yè) means 'to be open for business' — it focuses on a shop, bank, or restaurant being in operation during certain hours. Unlike 经营 (jīng yíng 'to run/manage a business'), which is about the ongoing management and strategy, 营业 is about the daily state of being open to customers. 开业 (kāi yè) is the one-time act of opening a business for the first time.
