萧条 describes a place as bleak/desolate (like 荒凉) or an economy as depressed/sluggish (like 不景气). Unlike 荒凉, which focuses on a place being wild and empty, 萧条 can also apply to a market or business climate. For the economic sense, 低迷 is more common for sustained low activity, while 萧条 implies a sharper downturn.
